SharePoint 2013 – Script Editor error “This HTML cannot be inserted because you don’t have access to add scriptable Web Parts in this site…

In SharePoint 2013 you have a way to directly add Script on your page using the SharePoint 2013 Script Editor WebPart. While I was working on adding some JavaScript in Script Editor I was presented with this error that would gray Out the “Insert” button.
The strange thing was that it only gave this message when I added JavaScript not when I added the CSS. The message that was displayed was

“This HTML cannot be inserted because you don’t have access to add scriptable Web Parts in this site. Please contact your administrator if you think you should have rights to do so.”

Btw I have full access to the site and the page I was adding to was home page without webpart zones.
